Hao Zhen believes that there are still four gaps in China's digital publishing base: first, the main body of the current base management is not clear, the management functions need to be further clarified, the management system still needs to be standardized, and the coordination mechanism of various procedures needs to be improved; Second, the development orientation of each base needs to be further clarified, and the pattern of differentiation is not obvious; Third, the dominant position of digital publishing in the base needs to be strengthened, and the agglomeration and radiation effects of the digital publishing industry in the base need to be further expanded; Fourth, the driving effect of leading enterprises in the base has not been brought into full play, and the entry of leading enterprises is still very limited. In this regard, he believes that we should do a good job in the following aspects from the perspective of Collaborative Innovation: first, we should understand the status and role of digital publishing bases from a strategic perspective; Second, we should determine the main body of management and service; Third, we should make a medium and long-term plan for the base; Fourth, the supporting policies of the central government and the government should be gradually put in place as soon as possible.
